New Oil and Gas Requirements

Colorado's air regulations are constantly changing. Here are some of the most important changes we are helping our clients navigate.

CONTROLLING TANKS

There are many new requirements on tanks including controlling tanks with VOC emissions over 2 tons per year (down from 6!) and using a storage tank measurement system to measure quantity and quality of liquids to keep thief hatches closed.

CONTROLLING OIL LOADOUT

Beginning May 1, 2021, loadout over 5,000 barrels per year needs to be controlled. This can be done by routing emissions to an onsite combustor or routing the displaced vapors from the truck to the tank, if the tank is controlled.

TURNING ON SI WELLS

If you shut in wells in early 2020 and need to swab or unload them to return them to normal operation, those activities will need to be tracked and reported in 2021. Keep detailed records of what maintenance was done on each well.

TRACKING MAINTENANCE

In June 2021, the first annual emission report is required which will include emissions from sources that weren't previously reported. These include drilling, completion, unloading, swabbing, workovers, blowdowns, tank gauging, and other routine activities.
